Adolf hitler?

On an episode of mythbusters where they test whether fish can be trained someone they interview bring up a fact: that Adolf Hitler made it illegal for fish to be kept in bowls because there isnt a corner for the fish to hide in. Is there any credit behind this? Can someone give me links to sites that have information on this.
